Abstract

This paper presents framework on how to analyse the nature of land use planning in the cities of sub-Saharan Africa like Nigerian cites. Some of the major challenges were highlighted as well as some of the reasons why such challenges exist. A property rights framework was proposed for land use planning in the cities of Africa, south of the Sahara. Property rights are the rules of the game, that determine who gets to do what and who must compensate whom if damages occur. These rules could be formal as in government regulations, or informal such as the rules in informal settlements and communal societies, that govern access to and use of tangible assets such as land and buildings, as well as intangible assets such as patents and contract.
